I probably don't know you enough to give you any definitive answers on what resources to use such that you can fufil your vision, but this may give a nice overview ^^

these are sites were you can make an account so that you may get your own digital space. Some even offer a cute tutorial to get you started but you'll probably only know the basics of the basic then

a nice little HTML tutorial, there are many out there but all of them should be a fine start to those who want to start their own website

in order to lay out and design your page you may need to learn some CSS, there are plenty of beautiful templates to get you started but learning it won't hurt either ^^;

this site also features tutorials that go more indepth and offers good documentation of all commands you may ever need alongside it

as I said before I don't know what your vision may be or how you can build a website close to it, however other people may be able to inspire you and have probablly made something similar. With a little help from your webbrowser (inspect element or viewing the source code) you'll then be able to see how they've accomplished their feats and may adapt them to your needs :D

add yourself to a list of fans to show you're a fan of a character or show; they often offer little banners to decorate your website too ^^
